Whose permits New York honors

New York does not recognize any out-of-state concealed-carry permit.

NY recognizes no out-of-state permit: only a license issued under PL 400.00 authorizes handgun possession/carry, and even a NY license 'shall not be valid within the city of New York unless a special permit... is issued by the police commissioner of that city' (PL 400.00(6)). No official reciprocity page exists because there is no reciprocity.

Official gunsafety.ny.gov FAQ: 'New York law does not require residency or in-state employment to apply for a firearm license... residency is not among the eligibility criteria'; applications go to the licensing officer where the applicant resides, is principally employed or has a principal place of business (PL 400.00(3)).

Vehicle carry

A gun left unattended in a vehicle must be unloaded and locked in a fire-, impact- and tamper-resistant depository hidden from view (PL 265.45; glove boxes do not qualify); NYC additionally requires guns unloaded and cased in vehicles even when attended.
