Can you carry in Utah without a permit?

Utah allows permitless concealed carry from age 21 for people who may legally possess a handgun, including eligible visitors.

HB 60 (2021), effective May 5, 2021: 'an individual who is 21 years old or older, and may lawfully possess a firearm, may carry a concealed firearm in a public area without a permit' (Utah DPS FAQ). Not limited to Utah residents.

Is Utah an open carry state?

Yes. Utah allows open carry of a handgun without a permit from age 21 for people who may legally possess one.

Adults 21 and older who may legally have a gun can carry a loaded handgun openly or concealed in public without a permit. Under 21, carrying a loaded gun on a public street requires a Utah (or other state) permit.

Standard permit is 21+ (a provisional permit is available at 18-20); non-residents from states that recognize the Utah permit must first hold their home state's permit.

Does Utah issue non-resident permits?

Yes. Utah issues carry permits to non-residents, and a Utah non-resident permit is honored in 31 other states. BCI FAQ: 'Any U.S. citizen or legal resident... may obtain a Utah concealed firearm permit, providing they meet the minimum qualifications.' Applicants residing in a state that recognizes the Utah CFP must first obtain their home-state permit and submit a copy with the Utah application.

Do you have to tell police you are carrying in Utah?

BCI FAQ: 'there is no legal requirement to identify yourself to a law enforcement officer' as carrying, though BCI recommends immediately identifying yourself as armed for officer safety.

Carrying in a vehicle in Utah

A loaded firearm may be carried in a vehicle the person lawfully possesses or with the possessor's consent (under-18s may not carry a loaded firearm in a vehicle; loaded rifles/shotguns prohibited in vehicles) — U.C.A. 76-10-505 as amended by HB 60.
