Is Oregon an open carry state?

Yes. Oregon allows open carry of a handgun without a permit for people who may legally possess one.

A handgun carried openly in a belt holster is not treated as concealed, so no license is needed to carry it that way. Cities and counties may ban carrying a loaded firearm in public places (Portland does); only holders of an Oregon concealed handgun license are exempt, so an out-of-state permit does not protect you there.

Does Oregon issue non-resident permits?

Yes. Oregon issues carry permits to non-residents, and an Oregon non-resident permit is honored in 24 other states. Only residents of states contiguous to Oregon (Washington, Idaho, Nevada, California) may apply, and only via a discretionary sheriff's waiver for a compelling business interest or other legitimate demonstrated need (ORS 166.291).
