Whose permits Illinois honors

Illinois does not recognize any out-of-state concealed-carry permit.

Sole carve-out: a resident of another state with a valid concealed carry license from their home state may carry a concealed firearm within a vehicle while traveling through Illinois; if the vehicle is left unattended the firearm must be stored in a locked vehicle or locked container out of plain view (430 ILCS 66).

Can you carry in Illinois without a permit?

Illinois is not a permitless-carry state: concealed carry there requires a permit Illinois recognizes.

No permitless carry. Public concealed carry requires an Illinois CCL under the Firearm Concealed Carry Act (430 ILCS 66); residents must also hold a FOID card for possession.

Is Illinois an open carry state?

No. Illinois generally prohibits open carry of a handgun in public.

Does Illinois issue non-resident permits?

Yes. Illinois issues carry permits to non-residents, and an Illinois non-resident permit is honored in 27 other states. Non-residents may apply only if their state is 'substantially similar' - currently Arkansas, Idaho, Mississippi, Nevada, Texas and Virginia (per ISP). Fee $300 (residents $150). Illinois residents also need a FOID card; non-residents are not eligible for a FOID card and are not required to have one.

Do you have to tell police you are carrying in Illinois?

Disclosure is on-demand only: upon an officer's request during a stop, the licensee or qualifying non-resident must disclose that they possess a concealed firearm, present the license on request, identify the firearm's location, and permit the officer to secure it for the stop (ISP brochure, per the Concealed Carry Act).

Carrying in a vehicle in Illinois

Illinois CCL holders may carry loaded and concealed in a vehicle; non-residents with a valid home-state license may carry loaded/concealed only within a vehicle; everyone else must transport firearms unloaded and enclosed in a case (or broken down / not immediately accessible).

ilga.gov (Illinois General Assembly) refused connections, so 430 ILCS 66 could not be read directly; recognition policy, the 40(e) vehicle exception and the on-request disclosure duty were verified verbatim from ISP's official July 2025 brochure. Magazine limits: more than 15 rounds for handguns and more than 10 for long guns are 'large capacity ammunition feeding devices' (720 ILCS 5/24-1.10), verified on ISP's page, which also states PICA 'is enforceable across Illinois' after the Illinois Supreme Court ruling - pre-Jan 11, 2023 owned magazines are grandfathered with location limits. Of the prohibited-places list, 'all state buildings' and places of worship with school programs were verified on ISP FAQ; the remaining 430 ILCS 66/65 items (schools, courts, hospitals, transit, bars, parks, casinos) are statutory but were cross-checked via secondary sources only because the legislature site was unreachable.
