Is a West Virginia Non-Resident Permit Valid in Massachusetts?
Not legal. West Virginia non-resident permits are outside Massachusetts's recognition rules, and Massachusetts still requires a license to carry. Unloaded, locked transport under federal law is the lawful fallback.
