Is a Virginia Non-Resident Permit Valid in Pennsylvania?
Not legal. Virginia non-resident permits are outside Pennsylvania's recognition rules, and Pennsylvania still requires a license to carry. Unloaded, locked transport under federal law is the lawful fallback.
Why
- Pennsylvania's official reciprocity list includes Virginia.
- The agreement covers only permits issued to Virginia residents.
- A non-resident permit from Virginia therefore does not qualify — the holder is not a Virginia resident.
