Is a Ohio Non-Resident Permit Valid in Pennsylvania?
Not legal. Ohio non-resident permits are outside Pennsylvania's recognition rules, and Pennsylvania still requires a license to carry. Unloaded, locked transport under federal law is the lawful fallback.

- Pennsylvania's official reciprocity list includes Ohio.
- The agreement covers only permits issued to Ohio residents.
- A non-resident permit from Ohio therefore does not qualify — the holder is not an Ohio resident.
