Is a Maine Non-Resident Permit Valid in Hawaii?
Not legal. Maine non-resident permits are outside Hawaii's recognition rules, and Hawaii still requires a license to carry. Unloaded, locked transport under federal law is the lawful fallback.

Violation is a petty misdemeanor.
