Is a California Non-Resident Permit Valid in Maine?

No such permit issuedVerified 2026-08-08

A California non-resident permit isn't something you can hold — the state doesn't issue one (penal Code § 26150 requires the applicant to be a resident of the issuing county/city OR have a principal place of employment or business there where substantial time is spent; there is no general non-resident path). The question for Maine is which resident or non-resident permits from other states it honors.

Why

Maine recognizes a permit 'issued by another state to its resident' only where that state recognizes Maine's resident permit - non-resident permits are not honored. Extra conditions: permit holders from Alaska, Arizona, Iowa, Kansas, Nebraska, North Dakota and Virginia must be 21+ (Virginia holders must also carry government-issued photo ID). In practice most visitors 21+ may simply carry permitless.
